NATO resuming more operations with Afghans, Pentagon says

WASHINGTON (Reuters) - NATO-led forces are resuming operations alongside their Afghan counterparts in growing numbers, a week after commanders curtailed some joint missions due to a surge in insider attacks and tensions over an anti-Islamic video, the Pentagon said on Thursday.

The Pentagon did not provide precise figures on the extent of the increase in partnering since the new policy was enacted. But Defense Secretary Leon Panetta said most units in Afghanistan were conducting "normal partnered operations at all levels."

"We must and we will take whatever steps are necessary to protect our forces. But I also want to underscore that we remain fully committed to our strategy of transitioning to Afghan security control," Panetta told reporters at the Pentagon.

Pentagon officials have downplayed NATO's moved to curtail joint missions, announced last week, stressing it was temporary and limited to units smaller than 800-strong battalions.

Still, analysts have questioned whether the move could deliver a propaganda victory to the Taliban and undercut the core mission of mentoring Afghan forces in those areas where joint operations were halted.

A U.S. official said operations were still not back to normal levels and the new policy requiring case-by-case approval from regional commanders for joint operations for units smaller than 800-strong battalions remains in effect.

Insider attacks in which Afghan security forces have turned their weapons against Western forces have accounted for about one in five combat deaths for NATO-led troops this year.

Panetta warned that more attacks were likely, despite ramped up efforts to crack down on infiltration by the Taliban and weed out radicalized Afghans.

"I expect that there will be more of these high-profile attacks and that the enemy will do whatever they can to try and break our will using this kind of tactic," Panetta said. "That will not happen."

Breakthrough on immune system and brain tumors

ScienceDaily (Sep. 26, 2012) ? In what could be a breakthrough in the treatment of deadly brain tumors, a team of researchers from Barrow Neurological Institute and Arizona State University has discovered that the immune system reacts differently to different types of brain tissue, shedding light on why cancerous brain tumors are so difficult to treat.

The large, two-part study, led by Barrow research fellow Sergiy Kushchayev, MD under the guidance of Dr. Mark Preul, Director of Neurosurgery Research, was published in the Sept. 14 issue of Cancer Management and Research. The study explores the effects of immunotherapy on malignant gliomas, cancerous brain tumors that typically have a poor prognosis.

What the researchers discovered was that immune cells of the brain and of the blood exhibit massive rearrangements when interacting with a malignant glioma under treatment. Essentially, the study demonstrates that the complex immune system reacts differently in different brain tissues and different regions of the brain, including tumors.

"This is the first time that researchers have conducted a regional tissue study of the brain and a malignant glioma to show that these immune cells do not aggregate or behave in the same way in their respective areas of the brain," says Dr. Preul. "This means that effective treatment in one area of the brain may not be effective in another area. In fact, it could even cause other regions of the tumor to become worse."

The results of the study provide important insight into why clinical trials involving immunotherapies on glioma patients may not be working.

HBT: Wright ties all-time Mets hit record

Everyone on the planet noted it when Derek Jeter tied and then broke the Yankees all-time hit record, so we may as well note it for David Wright: last night he tied?Ed Kranepool for the most hits in franchise history, with 1,418.

Kranepool was more of a story of?perseverance, of course, as he took nine more seasons and nearly 600 more games to do it. Still, pretty cool.

Without looking, I?m going to take some time this morning and see if I can figure out the hits leaders for each team. I bet I can get, like, 15 of them. ?Maybe you guys ? on the honor system ? should play that game in the comments.

Sweden's H&M: Q3 profit rose slightly

STOCKHOLM (AP) ? Swedish fashion retailer Hennes and Mauritz on Thursday reported a tiny 1 percent rise in third-quarter net profits, saying that although its clothing lines sold well in the beginning of the summer, the European financial crisis and poor weather conditions in August restrained consumption more than expected at the end of the period.

It also said it plans to launch a new fashion brand, & Other Stories, in the first half of next year, which will be located in separate stores. The clothes will focus more on quality and will be higher priced than its normal fashion lines.

The Stockholm-headquartered group posted a net profit of 3.6 billion kronor ($549 million) in the three-month period, up slightly from 3.59 billion kronor in the year-ago period. Aside from lower-than-expected sales at the end of the summer, currency fluctuations also hurt its income.

Revenues came to 33.57 billion kronor, up from 31.51 billion kronor, but the gross margin shrank to 58.2 percent from 58.6 percent.

H&M said it will ramp up its expansion rate for the full year 2012, planning to open 300 new stores instead of the previously planned 275.

NatureServe, National Park Service, and US Geological Survey partner on development of shared regional resource

The conservation nonprofit NatureServe today announced the release of Landscope Chesapeake (www.landscope.org/chesapeake), a tool developed with the National Park Service and U.S. Geological Survey to help partners focus land conservation efforts. By engaging dozens of state agencies and non-governmental organizations from across the watershed, the partners will extend and enrich the platform provided by LandScope America (http://www.landscope.org), creating a shared system by which practitioners and citizens can guide and measure progress toward collaborative land protection and public access goals across the entire Chesapeake Bay watershed.

The partners have launched a first release of LandScope Chesapeake, initially focused on maps, articles, and photos about conservation priorities and protected areas in the Bay watershed. The team will be working with lead partners in each of the six Bay states to expand and improve the spatial, editorial, and multimedia coverage in each jurisdiction.

"We need science-based tools to inform collaborative conservation," said Mary Klein, president and CEO of NatureServe, "but we also need ways to inspire citizens to reconnect with our shared natural and cultural heritage. LandScope Chesapeake provides an important, model for convening public and private stakeholders from across the Bay watershed around a shared mission."

LandScope Chesapeake fulfills a goal identified by a broad group of public and private organizations for a publicly accessible, watershed-wide land conservation priority system. Developing the system to support collaboration and citizen engagement in conservation became a priority action for implementing the Chesapeake Bay Executive Order. Signed in 2009, Executive Order 13508 renewed the Federal government's commitment to restoring the health of the Chesapeake Bay and led to a formal strategy for achieving numerous conservation and restoration goals by 2025.

LandScope Chesapeake is the first major regionally focused mapping tool to extend the LandScope America platform. The map viewer at the heart of the project enables conservation practitioners and policy-makers from non-profits, land trusts, state and local agencies, and foundations to see quickly how and where different conservation values align and overlap, making it easier for them prioritize places with the highest conservation value and direct resources to those places.

LandScope Chesapeake will facilitate public-private partnerships within the watershed and monitor progress toward the 2025 goals. Enhancements planned for release in the coming months include:

  • More maps showing on the current state of land protection in the Chesapeake Bay watershed and relevant conservation priorities that represent the region's full range of natural, historical, cultural, and recreation values.
  • Targeted improvements to map-viewer tools that streamline and simplify reporting functionality across the states, including landscape summary reporting tools for government or corporate decision-makers, tools that help land trusts develop baseline documentation reports for conservation easements, tools that inform the process of choosing candidate areas for conservation, and tools to track the progress toward watershed-wide land protection and public access goals.

LandScope Chesapeake's first release debuted recently at a meeting of representatives of more than 30 public agencies and private organizations focused on collaborative large landscape conservation across the Bay watershed. "Participants were enthusiastic, viewing LandScope Chesapeake as serving a shared need for a tool that facilitates collaboration, helps organizations and agencies leverage each other's resources and engages more people in thinking about important places," said John Maounis, Superintendent of the National Park Service Chesapeake Bay Office.

###

Initially developed by NatureServe and the National Geographic Society, LandScope America is a conservation guide that offers easy public access users to authoritative maps and compelling place-based narratives, photography, and data-rich maps.

LandScope Chesapeake leverages several million dollars of previous grants by Carl Knobloch, Jr.'s West Hill Foundation for Nature, the U.S. Environmental Protection Agency, ExxonMobil, the Pennsylvania Department of Conservation and Natural Resources' Wild Resources Conservation Program, the Hershey Company, and the National Parks Conservation Association. In addition to its usefulness to practitioners and policy-makers, LandScope serves as an educational resource that improves landowners' and citizens' understanding of how local land protection contributes to broader conservation efforts.

Suspected anti-Islam filmmaker questioned

By NBC News and wire services

Updated at 10 a.m. ET: A man purported to be a filmmaker involved with the anti-Islam video sparking violent unrest in the Middle East and North Africa was escorted by deputies from his Cerritos, Calif., home shortly after midnight Saturday morning,?NBCLosAngeles.com reported.

Media and law enforcement had been staking out the home at the end of a cul de sac in the Southern California city for about 48 hours when Nakoula Besseley Nakoula emerged wearing a coat, hat, scarf and glasses.

L.A. County Sheriff?s Department spokesman Steve Whitmore confirmed to NBCLA that Nakoula, 55, was taken to the Cerritos sheriff?s station for interviewing by federal probation officers aimed at determining whether he violated the terms of his 5-year probation by uploading a video to the Internet.

"We are in an assist mode," he said.

Whitmore added that Nakoula, who has denied involvement in the film in a phone call to his Coptic Christian bishop,?agreed to the interview prior to the deputies arriving at his home, that the move was "entirely voluntary" and the man was "very cooperative."

NBC's Mike Taibbi has more on three men suspected of producing an anti-Islam film that is sparking outrage around the globe.

Deputies pulled up to the home around midnight, according to witnesses. The group left the home through the side gate because the front door was not working, Whitmore said. NBCLA went to the home earlier this week and saw the front door was missing a knob.

International protesters have cited the 15-minute video posted on the Internet called "The Innocence of Muslims" as a catalyst for their demonstrations in countries such as Libya, Tunisia and Egypt.

Read more on NBCLosAngeles.com

They say the piece is insulting to their religion as it depicts the Prophet Muhammad as a child molester and a thug. In Islam, all images of Muhammad are prohibited, let alone negative ones.

Nakoula has told the Associated Press he was not the director on the film, but rather a logistics manager. The film's mystery producer has been said to go by the pseudonym Sam Bacile.

A telephone number said to belong to Bacile, given to Reuters by U.S.-based Coptic Christian activist Morris Sadek who said he had promoted the film, was later traced back to a person who shares the Nakoula residence.?

Nakoula reportedly requested deputies step up patrols around his home Wednesday after media descended on the area. At the time, Whitmore told reporters there had been no disturbance or crime.

Related:?At least 7 reported killed in protests over anti-Islamic video
Related:?Two US troops killed at Afghan camp where Prince Harry is based

Early reports suggested the film prompted the attack on the U.S. Consulate in Libya that killed 14 people, including U.S. Ambassador Christopher Stevens, two former Navy SEALS who were providing security for Stevens, and information management officer Sean?Smith.

But U.S. officials are also probing the possibility that Wednesday?s attack was planned and timed to coincide with the 11th anniversary of the Sept. 11, 2001, terrorist attacks.

A federal grand jury indictment in February 2009 charged Nakoula in an alleged bank fraud conspiracy. The indictment accused him and others of fraudulently obtaining the identities and Social Security numbers of bank customers at Wells Fargo and withdrawing $860 from bank branches in Cerritos, Artesia and Norwalk.

Nakoula pleaded no contest in 2010 and was ordered to pay more than $790,000 in restitution. He was also sentenced to 21 months in federal prison, but was released early. The terms of his parole included being barred from assuming aliases and using computers or the Internet for five years without approval from his probation officer.?

Many records in the case remain sealed, but prosecutors sought a longer prison term and noted that he misused some of his own relatives' identities to open 600 fraudulent credit accounts.

Los Angeles County District Attorney spokeswoman Sandi Gibbons confirmed that Nakoula also served a year in jail after pleading guilty to possession of meth with the intent to manufacture in 1997.

U.S. officials have said authorities were not investigating the film project itself, and that even if it was inflammatory or led to violence, simply producing it cannot be considered a crime in the United States, which has strong free speech laws.?

Nakoula Besseley Nakoula, suspected of producing a recent anti-Islam film, is taken in for questioning in Cerritos, Calif. MSNBC's Alex Witt and MSNBC contributor Ret. Col. Jack Jacobs discuss.

It could be difficult to establish a probation violation case against Nakoula. In the federal court system, the conditions of supervised release are geared toward the offense for which a defendant was found guilty and imprisoned.

In Nakoula's case, the offense was bank fraud. His no contest plea was to charges of setting up fraudulent bank accounts using stolen identities and Social Security numbers, depositing checks from those accounts into other phony accounts and then withdrawing the illicit funds from ATM machines.

While it was unclear what might have provoked authorities' interest, the filmmaker's use of a false identity and his access to the Internet through computers could be at issue, according to experts in cyber law and the federal probation system. Nakoula, who told the AP that he was logistics manager for the film, was under requirements to provide authorities with records of all his bank and business accounts.?

There are indications that "Innocence of Muslims" may have already been under way as a film project when Nakoula was arrested. A casting call for actors and crew for a film called "Desert Warrior" ran in Backstage magazine, based in Los Angeles and New York, in May and June 2009. The casting call described the film project as a "historical Arabian Desert adventure" and listed a "Sam Bassiel" as producer.

One notice identified "Pharaoh Voice Inc."as the film's production company. California state records show Pharaoh Voice was incorporated in September 2007 by a "Youssef M. Basseley." The principal address for Pharaoh Voice in Hawaiian Gardens, a southern California community, is the same location where Nakoula lived until 2008, according to state records.

During an interview with AP, Nakoula denied that he was Sam Bacile, but acknowledged knowing him.?

Stan Goldman, a Loyola Law School professor, said whether Nakoula is sent back to jail over potential probation violations linked to the film, such as accessing the Internet, was a subjective decision up to an individual judge.

"Federal judges are gods in their own courtrooms, it varies so much in who they are," he said, noting such a move would be based on his conduct not on the content of the film.?

Reuters and The Associated Press contributed to this report.

Keep Two To-Do Lists, One Electronic and One Paper, To Help Prioritize Daily Lists [To-Dos]

Keep Two To-Do Lists, One Electronic and One Paper, To Help Prioritize Daily ListsWhen you're incredibly busy it's easy to get lost in a massive to-do list. When you're overwhelmed and struggling to see the big picture, productivity blog Day-Time suggests that it's best to keep two lists: one massive catch-all electronic list, and another daily list on paper.

Using Outlook as an example, Day-Timer's suggestion isn't anything new, but it's a helpful reminder for the days when getting everything done seems impossible:

  • Keep two lists: Outlook stores your master task list; your daily to-do list goes on paper. Always enter a task onto a master task list first.
  • Label your tasks: It's important that every task on your master task list has a category and due date, two keys for determining priorities.
  • Make your daily list: Check your Outlook Master Task List and choose 3-5 tasks you absolutely MUST get done today. Then choose another 3-5 you'd LIKE to get done.
  • Prioritize: Order the tasks by importance, taking into account deadlines and amount of impact on the categories in your life like work, home, family, or specific projects.
  • Write it down: Put your daily list on paper, making sure you set clear-cut descriptions that will motivate you to get tasks done.

It's a pretty simple process and when you're done you'll have a clear idea of what you need to do today, and have a better view of the big picture plans.

WHY IT MATTERS: Campaign finance

The issue:

This presidential election is on track to cost more than $1 billion. It's a staggering tab, and those who kick in big money to cover it stand to gain outsized influence over policy decisions by whoever wins. Your voice may not be heard as loudly as a result.

___

Where they stand:

Both President Barack Obama and Republican Mitt Romney benefit from current campaign finance rules. Both have outside "super" political committees working in their favor. Those groups can raise unlimited cash to help them win the White House this November.

Obama has argued in favor of campaign finance restrictions, particularly when he chastised a Supreme Court ruling during his 2010 State of the Union address that helped to strip away limits on how money can be spent in elections. Romney supports the high court's decision, commonly known as Citizens United, but says he wishes he could find a way to get money out of politics. Both men are using the lax rules with gusto.

___

Why it matters:

Money has always gone hand-in-hand with politics. But recent court decisions have stripped away restrictions on how elections are financed, allowing the very rich to afford more speech than the rest of us.

In turn, super PACs have flourished, thanks as well to limitless contributions from millionaires and billionaires, including major contributors who have business before the government.

Public disclosure of campaign finances gives voters a look into who's behind those pricey ? and often very misleading ? television ads trying to get Obama re-elected or Romney to take his place. But the information is often so vague as to be almost impenetrable. To boot, nonprofit outfits run so-called issue ads that help or hurt candidates, but don't have to reveal their donors.

Advocates pushing for campaign finance changes say disclosure ? put in place during the Watergate era ? fosters accountability by allowing the public to evaluate who's financing candidates and if those bankrollers have conflicts of interests.

Take Sheldon Adelson, the casino mogul who has contributed $30 million to super PACs supporting Republican candidates and has attended major Romney fundraising events. Adelson's Las Vegas Sands Corp. has been under scrutiny by regulators and the Justice Department for its dealings in China. Adelson's representatives say the probe stems from a disgruntled employee's accusations.

Whatever the case, would those investigations disappear if Romney were elected president? Would they under Obama if Adelson suddenly gave lots of cash to a super PAC supporting his re-election?

Obama, for his part, had to return more than $200,000 in donations from a family tied to a Mexican fugitive.

The presidency isn't the only office affected by super PAC spending. Outside groups have doled out millions in ads to influence congressional races. And the Supreme Court recently said its 2010 ruling allowing corporations to use unlimited money applies to states, too.

So would a developer push a city councilman out of office if he opposes a zoning law? Can an influential businesswoman see favorable laws passed from a state senator who benefited from millions of dollars in ads she bought to support him in last election?

Proponents of such looser rules say there should be few, if any, limits on what is essentially free speech. They say that not just the wealthy benefit; everyone can pool money to run ads. Some say even federal disclosure rules are anathema to anonymous speech.

For now, state and federal disclosure rules remain intact and give the public a look ? albeit a narrow one ? into big donors backing the very candidates who write and enforce laws.

As global economy slows, Chinese factory shifts sights from Europe to home

China's economy has slowed dramatically, as factories produce less ? and buy less from the world. At the Kaiyee factory, workers who churned out toys for overseas kids now stitch scarves for Chinese.

By Peter Ford,?Staff writer / September 13, 2012

A woman employee at the Kaiyee factory sews a Christmas scarf that will be sold in China. The company once depended on exports, but has turned to the home market as orders from abroad have slump since the 2008 crisis.

Peter Ford/The Christian Science Monitor

For two decades, every plush toy that the Kaiyee factory churned out was packed off to Europe or Japan. Like tens of thousands of Chinese firms, Kaiyee thrived on exports.

Not anymore. As Christmas approaches this year, the women bent over sewing machines in this industrial suburb of the port city of Tianjin are making red furry children's scarves for a Chinese chain of supermarkets.

The bottom has fallen out of the European toy market, says Kaiyee manager Sun Shulun. The euro crisis means that ?I don?t think Europeans are buying gifts the way they used to,? he laments. ?Our sales to Europe have gone down 50 percent since 2010.?

Kaiyee is at the sharp end of a dramatic slowdown in China?s economic growth, long one of the wonders of the modern world. Annual growth in the second quarter of this year reached only 7.6 percent; that may sound high to American ears, but it was the lowest pace China had seen for three years, and marked the economy?s sixth straight quarter of declining growth rates.

That is bad news for the rest of the world; as Chinese companies adjust to the slowdown by producing and investing less, they need less of the machinery that countries such as the US, Germany, and Japan make, and fewer of the raw materials that commodity producers in Australia, Africa, and Latin America sell.

August?s trade figures were eloquent. Chinese imports actually fell by 2.6 percent ? an almost unheard-of drop. Exports grew by an anemic 2.7 percent and are on course to increase by less than 10 percent over the year as a whole. That compares with annual leaps of 30 percent and more in recent decades.

Disappointing exports are only part of the reason for China?s slowing growth. Compounding the problem has been a similar trend in construction, the other main motor for Chinese economic growth, because of the sector?s appetite for cement, steel, and other products.

Construction is down because the government got spooked last year by a housing bubble and took steps to make it harder and more expensive to buy property. That lowered property prices and discouraged more construction.

The bubble had been inflated in the first place by the $600 billion stimulus plan that the authorities unleashed in 2008 and 2009 to hold the Chinese economy clear of the global financial and economic crisis.

The plan worked, but at a price. Inflation took off, along with home prices, banks made a lot of bad loans in their rush to flood the economy with credit, and local governments saddled themselves with a lot of bad debt.

Government acts ? but it's not riding to the rescue

That?s why, this time, the government does not seem keen to step in too firmly to try to reverse the slowdown in growth, says Andrew Batson, an analyst with the Dragonomics business consultancy in Beijing.

Champion Jose Aldo, ex-champ Rampage Jackson most recent victims of UFC injury bug

After fighters in the main and co-main events were forced Tuesday to withdraw from UFC 153 with injuries, only one thing remained certain: UFC president Dana White will, under no circumstances, postpone the card scheduled for Oct. 13 in Rio de Janeiro, Brazil.

Other than that, though, little is known about what will happen to the pay-per-view card after featherweight champion Jose Aldo (ankle) and ex-light heavyweight champion Quinton "Rampage" Jackson (elbow) were forced to pull out.

Aldo was originally scheduled to headline against Erik Koch at UFC 148 in Calgary on July 21, but had to pull out of that fight with an injury. Then, last week, Koch was injured and had to pull out of UFC 153. The UFC replaced him with former lightweight champion Frankie Edgar.

The Aldo-Edgar fight added a lot of sizzle to the top of the card, which also included a highly anticipated light heavyweight match between Jackson and the highly regarded Glover Teixeira.

First, White tweeted Tuesday that Jackson had to pull out because of an injury, reportedly to an elbow. Then, minutes later, he tweeted the news that injuries Aldo suffered when the motorcycle he was driving was hit by a car would force him to withdraw from the card.

A report surfaced later Tuesday on a Brazilian website quoting Aldo as saying he wasn't injured and would still fight.

I do not know anything about that.?I'm fine, I just train. No [the accident didn't hamper my training], I'm training normal. For me there was nothing spoken. Even on one leg I would fight.

A UFC spokeswoman returned a call for White. She said that Aldo had been told to keep quiet about his injury until the UFC could make a determination about what to do and that Aldo was unaware White released the news. She said he was just following orders when he denied being off the card.

[Related: Glover Teixeira without an opponent after 'Rampage' hurts elbow]

After having last month been forced to cancel UFC 151, which was scheduled for Sept. 1 in Las Vegas, because of an injury to Dan Henderson, White was determined to never cancel another show. That was the first cancelation in UFC history. Reports are that the cancelation cost the UFC more than $20 million.

White said Tuesday during a brief stop at the Yahoo! Sports offices in Santa Monica, Calif., that he had just learned of the news and didn't have anything to announce.

The only thing to be sure of is that he will under no circumstances cancel this card.

Analyst raises ratings on Wright Express

NEW YORK (AP) ? Shares of Wright Express Corp. slipped Thursday after an analyst raised some estimates but cautioned that the company could face challenges because of the sluggish economy.

Citi Research analyst Philip Stiller raised his price target to $66 per share from $55 per share for Wright Express, which sells gas station charge cards to government agencies and commercial businesses.

He also raised his earnings-per-share estimates for the third and fourth quarters and the fiscal year but maintained his "Sell" rating.

Wright Express' stock price has benefited from higher oil prices and its recent decision to acquire fuel card company Fleet One from private equity firms for $369 million in cash, Stiller told clients in a research note.

But the South Portland, Maine, company could be pressured by weaker transaction trends, year-over-year fuel price comparisons and higher service fees, he wrote.

In addition, both FedEx and UPS have warned about the impact of slower economic growth on their results, which could affect Wright Express, Stiller said.

Stiller increased his per-share estimate to $1.19 from $1.15 in the third quarter. Analysts surveyed by FactSet have predicted earnings of $1.13 per share. His fourth-quarter per-share estimate rose to $1.13 from $1.09. Analysts have forecast $1.05 per share.

For the year, Stiller forecast per-share earnings of $4.23, up from $4.15. Analysts predict earnings of $4.09 per share.

In afternoon trading, shares of Wright Express slipped 30 cents to $72.05. The price has ranged from $35.74 to $75.10 per share in the past 52 weeks.

Nano-SIM for next iPhone makes appearance ahead of launch?

First we saw a supposed leak of the next iPhone's nano-SIM tray, and now we're seeing alleged photos of the nano-SIM itself. iFun posted an image of what it says is a new T-Mobile nano-SIM that has just started arriving at the German carrier. The package apparently came with a message telling carriers that these SIMs are for smartphones about to go on the market, and that they're not to be given to customers -- yet. Cupertino, of course, tweaked its nano-SIM design earlier this year, and this photo does come ahead of an Apple announcement event rumored for next week.

Crews battle 3,600-acre blaze above Azusa

Firefighters late Sunday were continuing to battle a blaze in the Angeles National Forest that had scorched more than 3,600 acres and forced the evacuation of campgrounds known to draw up to 12,000 visitors on Labor Day weekend.

As of late Sunday, there were no reports of injuries or property damage caused by the fire, which started about 2:15 p.m. in the San Gabriel mountains north of Azusa.

The fire was pushing north on steep terrain toward the Sheep Mountain Wilderness area and was about 5% contained, said John Wagner, a spokesman for the U.S. Forest Service. About 300 firefighters were battling the blaze with the help of air tankers and helicopters dropping water and fire retardant from above.

PHOTOS: Crews battle Angeles National Forest fire

The fire began about 3 1/2 miles east of California 39, midway between Camp Williams Resort and Burro Canyon Shooting Park, Wagner said. The cause of the fire remained under investigation. Soon after it started, a large plume of smoke could be seen rising in an otherwise blue sky covering the Los Angeles Basin.

The area where the fire was burning, along the East Fork of the San Gabriel River, is a popular spot on holiday weekends, particularly in summer. Visitors park three-deep off a two-lane road a few yards from the stream. It's also a favorite destination for hikers and gold prospectors, even though panning for gold is illegal.

The area is patrolled by the L.A. County Sheriff's Department, California Highway Patrol and U.S. Forest Service, which has jurisdiction over the 640,000-acre Angeles National Forest.

PHOTOS: Crews battle Angeles National Forest fire

Hundreds of people live in trailers and cabins in the vicinity of Camp Williams Resort, which is located on the East Fork and includes a campground, mobile home park and restaurant. The area on holiday weekends has always been a law enforcement challenge, particularly for the handful of Forest Service rangers stationed there.

Last week, the area immediately east of the Camp Williams Cafe was teeming with visitors who were cooling off in the creek and picnicking. Some of them, however, were cited by rangers for building bonfires beneath large signs that said such fires were prohibited.

Standing outside the cafe, Jill Coverdale watched the small red-orange flames burning at the top of Shoemaker Canyon Road.

She was one of the few residents who stayed behind, ignoring mandatory evacuation orders as the wildfire burned along the ridge of the canyon, just yards from the Camp Williams Mobile Home Park.

"It was unreal," Coverdale recalled. "The flames were huge, and the campground was packed with people."

The seven-year resident said she began taking photos of her home. She packed the family's RV with food, important documents and clothes. She also loaded her two Harley-Davidson motorcycles.

"We were ready to go."

But she and her daughter, Danielle, who lives next door, chose to wait it out when they saw firefighters pushing the flames away.

Surrounded by fire engines and dozens of firefighters, Coverdale said she wasn't worried.

"We got plenty of back-up here," she said.

Tips for Shopping Online

Pay attention to build quality of the equipment. Though there are many makes of electrical test equipment, all kinds of quality do not meet acceptable standards and cause disappointments later. If you are purchasing online, do so only with certified, reputed professionals who are in business. With these cost effective gadgets, the required temperature will be maintained and the room is properly warmed. The heating capacity ranges from 1800 watts to 3600 watts. Make sure that your sellers give you a good price and a minimum of fifteen years of warranty. If you are investing in other heating devices such as water boilers, kettles, room heaters etc. make sure that you do not get enticed by dirt cheap prices. Thought they may seem beneficial, their advantages are short lived as the coils used may be of bad quality and this translates into higher electricity bills.
